Chapter 4 of this World Bank document deals with ways to reduce the demand for tobacco; tax increases and non-price measures such as consumer information, advertising bans and smoking restrictions are discussed. In Chapter 5, authors offer examples of the difficulties that some countries have had with reducing the supply of tobacco, and discuss ways that governments can limit smuggling.
