Preventing smoking: tobacco control policies

This paper outlines the ARF's strategy for reducing the negative impact of tobacco use in Canada. Among the steps it outlines are: reclassifying tobacco as a hazardous product, increased taxation, restriction of access to tobacco, enforcement of legislation banning sales to minors, measures to reduce ETS, restricting tobacco promotion, recovery of health care costs related to tobacco use, and improved counselling by health professionals.

The authors surveyed the owners and/or managers of 232 dépanneurs (small grocery outlets) in various rural, suburban, and urban sites in Quebec on whether they sold tobacco products to minors. About half of the respondents said their store had signs indicating that selling to minors was illegal; of these, 60% said they had one sign. 27% did not verify the age of tobacco purchasers, while 36% said they verified often. Less than 5% said they had sold cigarettes to youth under 16.

Interventionsstudie gegen das Zigarettenrauchen von Düsseldorfer Hauptschülern 1992-94 = [Intervention study of cigarette smoking among secondary school students in Düsseldorf, a prospective controlled study]

The authors evaluate a 2-year smoking prevention program in several Düsseldorf secondary schools between 1992 and 1994, keeping track of 630 children who participated in this program for the full duration. They found that the number of smokers in schools not participating in the program was twice as great as the number in participating schools. While the program did help stop smoking, it did not prevent non-smokers from starting smoking.

Imperial Tobacco Head Makes Strong Plea to Offset Canadian Smoking-Health Issue
